Dr. Noel Ntawigaya – Lead, CPWG (Child Protection Working Group )
An education expert with a strong experience in teaching both at lower and higher levels of education in Tanzania. He has been a trainer of early childhood teachers in various Teacher Training Colleges and Universities. He has done researches and presented many papers on early childhood education training in both local and international conferences including the 11th TEN/MET Annual Quality Education Conference (QEC) on “Quality Education, My Right” on 11th– 13th December, 2009, at Morena Hotel, Dodoma where he presented a paper titled “Providing Early Childhood Education for Good Future Development of a Child”.Moreover, he has authored many books including “Early Childhood Education for Good Future Generation: A Guide Book for Teachers, Caregivers and Parents”.

He holds a degree in Accountancy and Finance with project management experience that he acquired through working in various organizations including: Health Management Services Organization (USAID funded project), Centre for International Development and Research (USAID funded project), University of Dodoma, Eastern Africa Theatre Institute (SIDA funded project), and Muhimbili National Hospital
Mr. Julius Muungano-Founder and Executive Director
Education actor and livelihood expert with 15 years of advocating for quality of education who holds a bachelor of Business Administration with Education. For fifteen years he served as PELO’s Executive Director and then joined with three different training institutions where he served as a Principal. Two were vocational training institutions which were implementing youth employability skills programs and the other one was a teacher training institution. At different times he attended various capacity training courses which include: Fundraising/Resource mobilization; Policy analysis and advocacy; Strategic planning, monitoring and evaluation; Leadership; Social Accountability Monitoring; and Project Management.
He is among the development actors who are trainers of Localized Social Accountability Monitoring.
Mrs Beatrice Mallya – Finance and Operation Associate
She is a CPA candidate with a more than twenty years experience of working in civil society sector on financial management. Before joining with PELO she worked with Tanzania Education Network/Mtandao wa Elimu Tanzania (TENMET) where she was a Finance and Administration Officer and then promoted to be Finance and Administration Manager.
